Always interesting to see old unusual bottles. The good news is that 1928 was a 5 star vintage and made exceptional champagnes, the bad news is that critics were advising 20 years ago "Firm, crisp, well-constituted, long-lasting wines, But now risky".
However, old Champagne due to the rarity and prestige is worth a fair sum and it might pay to contact a specialist auction house whom will be more used to old bottles such as this.
Unfortunately I cannot find anything on the producer and doubtless any searches come up with either Veuve Cliquot or Rol Roger with the name looking like a splice of the two.
I would hazard a guess that it was an offshoot of the Veuve Cliquot family such as a nephew/son/daughter that decided to go it alone or perhaps married a Rogee and hence the name.
There are many such cases of this in Champagne such as the many different Heidsieck Champagne houses.
In the family since 1928, I can vouch that it has been standing in a cool dry cellar at least for the last 28 years.
